County Council Bill CR-118-2010, proposed by the Administration, seeks approval for application and receipt of financing for Community Legacy Projects in Howard County as provided by the Maryland Department of Housing and Community Development. Mentioned in this Bill are the Route 1 Corridor and the Route 40 Corridor both which have received the required designation by the State of Maryland. Also noted with the bill are improvements to be made at the Glens at Guilford development located within priority funding area as designated by the State of Maryland's Smart Growth Act.
The League's position of support is based on the National League's Land Use position which supports land -use planning that reflects conservation and wise management of resources. The Maryland League Land Use /Growth Management supports local government's use of land use planning and regulatory techniques such as land banking, transfer of development rights, and timed development ordinances to direct development to designated areas. The Howard County League's Land Use position calls for environmental and sustainable balance in developing property. Furthermore, the League of Women Voters of Howard County testimony is based on the Howard County League's housing position that supports maintaining and increasing diverse housing types as well as increasing the number and percentage of affordable units in the County and for which the League supplied previous testimony on CR108 in December of 2008.
Howard County's existing plans for Route 1 and proposed plans for Route 40 fall within the guidelines set forth by the Maryland Department of Housing and Community Development for their Community Legacy Program and for revitalization of existing infrastructures.
The League requests that Exhibit A attached to the Resolution show the Route 40 as a Community Legacy area.
The League urges favorable consideration for Council Resolution 118-2010.
